A representative for the Panamanian govertment said that his country is totally and exuberantly embarrassed that such a fucked up incident could happen.
He noted that if the sub had been detected, the Panamaian air force would have fired half a dozen air-to-water rockets that would have blown the Jap sub into 3,000 pieces.
A thorough investigation is now underway and those who allowed that piece-of-shit sub to enter the Panama Canal will find themselves on the street peddling Panama hats.
