The U.K, France and Lebanon are in negotiations in an attempt to ratchet up the pressure on Colonel Gaddafi and Libya.
Increasingly frustrated at the lack of U.N. agreement on meaningful sanctions against the North African country, David Cameron is determined to speed up the pace of action.
Its hoped that, within the next 3 months, the countries will have agreed to put forward tentative proposals for a draft resolution for a No Fly Zone to be heard at the U.N.
Assuming that measure was agreed by the 3 nations, they would then get their heads together to draw up the No Fly Zone proposals draft resolution and submit them to the U.N. Security Council for its comments.
The next step would be to take cognisance of the comments, amend the proposals accordingly and re-present the amended plan to the U.N. for a vote on whether the amendments would be acceptable.
If agreement was reached here, the next stage would be to submit the plan to a full U.N. meeting.
Its anticipated that , everything being well the No Fly Zone could be in place by October (2012).
