Modi ordered construction of a multi-million dollar "security wall," intended to block the president's view of the city's enormous slum. To political rivals who questioned the cost, Modi insisted that Mexico would pay for the wall through tariffs on Mexican products sold in India.
Simultaneously, Trump asked Congress for $2.5 billion to fight the Coronavirus. A bipartisan congressional coalition insisted that was not enough, and a smiling Trump seemed willing to accept billions more. White House insiders suggest that he never intended to spend the money on developing a vaccine or masks. He plans, instead, to apply the funds to building his border wall, arguing that the wall will protect Americans from virus carriers trying to enter the country and would therefore be more effective than an unproven vaccine.
