The Time Lord from Gallifry, decried the lack of comprehensive health care for many of the citizens of this planet.
Dr Who has traveled much of the known universe, rarely has seen such a poor delivery system of health care, then here on planet Earth.
"Even on Sita-Minor, the Weebals have global heath care, " he explained, "and you Earthlings have not and they are still in their one-cell stage of evolution."
He is calling for a more even and fair health care system, that would provide health care to all even Alien travelers like himself.
"I come here a lot and I'm not even covered on this Planet. Once I went to hospital and I was told they did not accept my health care provider, the High council of The Time Lords!"
