London - (Narcotic Mess): Government plans to make cannabis users pay an annual £1,000 licence have met with approval in the Commons after Treasury forecasts showed the nation's reported 10 million+ enthusiasts could soon bankroll all the Northern Crack Bank liabilities of £100 billion.
"Given the Northern Crack was built on money laundering of drug barons' assets in the first place the idea certainly has some appeal," a spokesman for Chancellor Alistair Darling said today.
Under the proposals anybody caught lighting up without a licence would be fined on a monthly basis until they took out the requisite licence.
Bank loan arrangements similar to mortgages could soon help sub-prime smokers realise their pipedreams, the Treasury source added.
The bill has been introduced in the Commons ahead of implementation in time for an expected bumper home grown skunk harvest later this year.
