London - (Narcotic Mess): Government plans to make cannabis users pay an annual £1,000 licence have met with approval in the Commons after Treasury forecasts showed the nation's reported 10 million+ enthusiasts could soon bankroll all the Northern Crack Bank liabilities of £100 billion.
"Given the Northern Crack was built on money laundering of drug barons' assets in the first place the idea certainly has some appeal," a spokesman for Chancellor Alistair Darling said today.
Under the proposals anybody caught lighting up without a licence would be fined on a monthly basis until they took out the requisite licence.
