The money was to be used to simultaneously purchase all central banks and their authority to issue currency in the future, and all notes in circulation, thus totally converting the Earth to dollars, though somewhat inflated.
The change would be left for the populations to fight over.
The scheme almost worked, but the Cuban Government refused to cooperate, claiming that they did not need Western Money.
It is expected that Cuba, with the sole remaining currency that is not totally wacked out, will take over the financial world in 2009.
