They really feel guilty about some of the crazy, Conservative Rulings they make-that go against the real Needs and wishes most Citizens. And they feel the need to absolve their Guilt.
Amy Coney Barret offered to teach them to Talk in Tongues to God, as is done in her Primitive Christian Church, so they wouldn't have to do Confession- but they passed on that one.
