To counter this from happening, Bud Selig (commissioner of baseball) announced that all baseball players will receive two extra home runs for every year of their careers that they were steroid free.
This moves Aaron (and Babe Ruth) back ahead of Barry Bonds and means that the slugger may have to play another two years to set a record.
