SACRAMENTO, California - Governor-elect Jerry Brown chose the occasion of Miley Cyrus' 18th birthday to declare that both Miley and marijuana are now legal for the recreational pleasure of the state's population at large.
Five years ago, use of either substance was strictly illegal.
Recently, the two substances became legal for limited use but under the strictest of regulatory prohibitions. During that time, Miley Cyrus was under the management of Billy Ray Cyrus, Department of Controlled Substances, California State Police. Deputy Cyrus was known for inflicting severe punishments to the ears of offenders. Cyrus had accumulated a sinister collection of many hours of audio torture until his tactics came under scrutiny of 8th Amendment activists fighting cruel and unusual punishment.
