Some highly paid incompetent public servant commented "the length of sentences are getting longer - most people can now expect to serve at least 23 minutes in jail, despite the fact that the number of actual jail terms being given is actually falling."
Most offenders are sentenced to something like "please stop being very naughty and if you do it again we are going to be very angry with you!" or "next time we are going to tell your Mum!"
