New York - Osama Bin Laden is on a low budget because of difficulties obtaining a loan for his terrorist activities.
It is being reported that he has been reduced to hiring winos living in Central Park to spread rabies in the raccoon population.
Local spokesmen are warning that a rabies outbreak in Central Park could spread from raccoons to humans.
Health experts are confirming that 28 rabid raccoons in or near Central Park have been found.
An old lady was bit in the buttocks while in a Central Park bathroom. She was diagnosed with rabies while in the hospital.
Henderson, chief of the rabies program at the Centers for Disease Control and Prevention, said that ideal conditions in Central Park for animals -- few predators -- could exacerbate an outbreak.
"In such a condensed area like New York, it's more likely that a human would come into contact with" a rabid raccoon, Henderson said.
Jane De Leon, a spokeswoman for the New York Department of Health, urged park visitors to alert authorities if they see any winos carrying animals behaving strangely.
It is rumored that Bin Laden also has operatives working in Manhattan. Health officials received 10 reports of rabid raccoons in Manhattan.
In a recently released video tape, Bin Laden is threatening to use bats to distribute the rabies as part of his low budget air force fleet.
