Counterfeiters or The US government?

Here is the difference between counterfeiters and The United States government:
When counterfeiters print up a bunch of money that isn't backed by anything, it's called crime.
When the US government prints up a bunch of money that isn't backed by anything, it's called The Federal Reserve.
Is there actually a difference between the two?
