That is, of course, often the prelude to a grumble.
And given the weather this summer, plus the £9.7bn cost of staging the Olympic Games, we've surely earned the right to a world-class whinge should we wish one!
I haven't worked out what he's trying to say yet?
Mind you, that's often the same with Cameron and Clegg!
