Iranian planes are being refused fuel in many major European countries as part of a general boycott against all things Iranian including the Burka.
Because of the boycott many Iranian planes have become stranded at European airports and Airport traffic wardens have also been ordered to issue parking tickets for illegal parking offences.
The Iranian government is outraged at the behaviour and has threatened to send planes over Europe with just enough fuel to circle above major cities and if they are refused fuel will let them drop like stones a lá 9/11.
As for the passengers in the planes stranded without fuel, they have all been issued with flying carpets, a copy of the Koran and hope that their prayers are answered by the "Great One" who will then fly them all home on the back of a stiff west-east breeze on their carpets.
Recent reports of UFO's flying over London, Berlin and Paris have been confirmed as nothing else than Burka clad Iranians flying (without showing an ankle) Eastwards!
