BISMARCK, North Dakota - Due to the high incidence of people coming down with the flu, colds, and allergies, the governor's office has just issued a Governor's Directive which prohibits anyone in the state of North Dakota from engaging in French kissing.
Several senators asked the governor to issue the proclamation due to the fact that several employees in their offices came down with flu symptoms after having participated in a PDA (Public Display of Affection) which included the act of French kissing.
The state has mandated that any violators will be fined $875 plus they will also be made to pay for the DNA testing to prove that they did in fact engage in the act of tongue hockey.
SIDENOTE: A group calling itself The American French Kissers Coalition has vowed to test the governor's mandate and prove that it is not only unconstitutional but it is mean spirited as well.
