In a hard-fought battle between final contenders Dudley in the West Midlands, the Liverpool Borough of Toxteth, the London Borough of Tower Hamlets and Manchester's Moss Side, Dudley has won funding to house the National Hubcap Museum.
The decision was taken following a poll of motorists nationwide as to the place most likely for residents, chavs and general scroats to 'borrow' their hubcaps, and Dudley won hands down.
Competition Judge and popular tattooed and ear-ringed rapper, MC Moron said after the announcement:
"Thousands of hubcaps are borrowed from motorists' cars throughout the country. However, more hubcaps are collected in Dudley per capita than anywhere else in the country.
"There have even been reports of hubcaps being borrowed in Dudley while cars are still moving, some at 50mph on the bypass.
"The new National Hubcap Museum will house the finest collection of hubcaps ever borrowed from non-consenting motorists - all the popular vehicle models are represented.
"I am delighted that the voting motorist has made the correct decision."
