Gordon Brown today cause shock and horror among Government ministers by admitting that he has been overtaxing the British public for years by stealth.
He said, "While I have been stating for years that taxes have been for the benefit of the public, in reality I have been padding the public payroll with non-jobs and increasing state spending on unworkable and wasteful projects. For this I apologise deeply to the taxpayer and pledge that I will change my ways".
Reactions to his statement from his Cabinet ranged from shock to disbelief, with one source who refused to be identified stating, "He's lost his marbles, we NEED these taxes to pay our expenses!"
Gordon Brown could not be contacted last night for further comment.
