Governor Arnold is to award the coveted golden penis award to NBA star Kobe Bryant in an award ceremony later today.
The award goes to Kobe for his out reach program called S.C.F.A.S.P.E, also known as Second Chance for Falsely Accused Sexual Predator Enterprise. This group is designed to take 'falsely accused' sports icons that were accused of sexually assaulting prostitutes and returning them to former glory.
