(Oval Office) -- President for remaining months Bush has forcefully addressed an issue on the minds if many Americans - is it spelled Czar or Tzar?
As is his custom, the conservative republican Yale and Harvard Business School graduate proposed yet another department for the meager federal bureaucracy to be called, The Department of Speling.
The Department's first mission will be to determine weather it's leader is to be called Czar or Tzar. Intergovernmental working groups will be formed to determine spelling issues with the Czars, Tzars, Tsars (...or whatever!) of other agencies including Homeland Security, National Tragedy, War (Defense) and State (Coalition Building).
