When David Cameron promoted several ministers to the Cabinet last week, the Queen was happy to hold a meeting at which they would be sworn in as Privy Counsellors.
As is her custom at this time of year, the Queen is in residence at Balmoral, and, accordingly, the ministers had to travel to the Scottish castle, where the council was held at noon on Monday.

As The Lord President of the Council, I had other plans.

I sent along Lord Strathclyde, the Leader of the Lords, to represent me.

Before the full meeting, I was due to enjoy a private audience with the Queen.
