The Lib-Dem Earl of Glasgow told the BBC:

"Coalition plans to reform the House of Lords will be "another constitutional humiliation" for Nick Clegg and the Liberal Democrats. it was "not a good time" to promote reform.

He added: "It's probably going to get bogged down [in Parliament] and I don't think it's going to get through. It's going to be another constitutional humiliation for Nick Clegg and, therefore, the party."

So what's new?
