Hugo Chavez the highly feared unquestioned dictator of the Imprisoned State of Venezuela will be requiring all citizens and foreign tourists to have permits unless you are a government official, a foreign diplomat or happen to Cindy Sheehan or some other celebrity foreigner that worships the feet of Chavez.
Chavez will require permits for these following things, permits to eat, permits to sleep, permits to be alive, permits to have money, permits to have permits, permits to be born, permits to pee, permits to take number 2, permits to work, permits to buy food, permits to go shopping, permits to watch TV, permits to listen to the radio, permits to live in a house, permits to have a car and permits to drink water.
Any violator who lacks at least one of these following permits will be imprisoned for at least 5 years for doing things they do not have a permit for.
