Why are the Coalition trying to overhaul the House of Lords?

In 2010 David Cameron offered me a package of constitutional reform, which included last year's failed referendum on changing the voting system. The Tory commitment in the party's manifesto was almost non-existent, it referred only to working to build a consensus for reform. Many Tory MPs take the view that the Lords is a revising chamber, and that making it elected will make it a rival to the Commons and disastrously unbalance the constitution.

It all confuses me I can tell you.

But I know I back gay marriages. Just like Cameron, so the Tories-LibDems have something in common...
