Hugo Chavez, the chubby Mexican ruler of some South American country, has returned from a trip to Cuba to cure an infection of a rather nasty STD. He claimed he didn't know where he caught the VD (Venezuela Disease), but unfortunately he had left it too long and had to have his Caracas removed.
Doctors gave him a thorough examination - they found a boil on his Bogota and also Perused his Buenos Aires. They didn't give him a Brazilian on this visit as he felt a bit Chile last time he had one.
Such treatment would surely Costa Rica, but luckily Hugo's old pal Fidel Castrol was paying. Castrol made it rich in the 1960s with his car oil company. As Hugo said, "I have faith in Fidel".
Crowds came to greet their disease-free president when he arrived back in his own country. Hugo thanked them, and announced the day as a national holiday, to be celebrated henceforth as "Presidential STD Inspection Day". However, his prime minister would not enact the law, saying "I don't Bolivia."
