California's Department of Corrections has given away a new Dodge Caravan to a prisoner in Sacramento who became a prisons millionth inmate this weekend.
Jose Guillermo, who was arraigned Saturday after being arrested for shoplifting, was delighted when he arrived at the Winnihog Jail in Sacramento, the warder, Art Conway, handed over the keys to the people carrier amidst a fanfare that include balloons falling from the sky and a marching band.
Other inmates cheered as the 28 year old illegal immigrant was also presented with a Green Card, driving license and a High School diploma.
A prison spokesman said "this is all part of the President's policy on crime and illegal immigration.
Last week an inmate who won our weekly talent contest received an all expenses trip to Vegas and early release; it really gives the guys an incentive to come to jail as there are more opportunities here than on the outside, we are basically taking the crime of the streets."
When the spokesman was challenged that due to the incentives offered prisoners that more people would commit crime just to go to jail he throw his hands in the hair and shook his head.
"What do I know?" I am doing 15 years for manslaughter!"
