A lottery pay-out source said today the cheque - the biggest single UK won ever - had already been handed over and the winner's identity was entirely a private matter.

Ex-Tory Party chairman Lord Ashcroft is worth about $3 billion plus or minus the odd skipload of Eussian roubles.
