Henry Fayol (1841-1925), a French management theorist, said, "(An administrator) is somewhat similar to the conductor of a good orchestra -- he sets the score. But each player plays his own instrument." In movies, the music conductor and/or his instrumentalists can be acted out by actors. In sports, an athlete such as Marion Jones can win unprecedented five medals from the 2000 Olympic Games in Sydney with the aid of steroids. Can a political administrator be as fake as Jones?
It seems there is a big shift in genuine rulers after World War I. Presently, in 3rd world, a vote is cast in consideration of a hot dish. A 29- year old ignorant individual is assisted to manipulate dangerous masses of mobs, or a 21 year old person who dropped out of school when 16, with no Basic Military Training, was appointed as a brigade commander, 1500-3500 personnel, and, a year later, promoted to division commander, 10,000-19,000, who almost either got killed in action or ended up crippled with impunity on the part of the commander.
Nowadays, in USA, people see or hear the word 'CHANGE'. If notes played by an instrumentalist are various policies, then it can not be changed overnight? So what is change? Is change simply 'changing of the guards'?
Recently, I overheard the following conversation between a woman and her partner:
o Honey, it's time to change.
o Yah. I know.
o What do you mean ' Yah. I know.'?
o I mean it's time to evict the White House residents.
o What? Are you crazy? I mean it's time to change the baby's diaper.
