WASHINGTON, DC - The United States Department of Agriculture announced today that it will begin testing participants in the Electronic Benefit Transfer (EBT) program, commonly known as "Food Stamps".

USDA Spokesperson, Juwanna Jahb, said that "After watching the movie, 'Idiocracy', she had an epiphany that it might not be good policy to encourage the illiterate to attempt to live beyond their means, producing offspring that will invariably need federal assistance when they reach puberty and begin having their own offspring."

The new test will require recipients of federal EBT benefits to have an IQ of at least 173 in order to qualify for federal aid.
