Families would have no legal right to stop dead relatives' organs being used for transplant if the person has not opted out in advance, under a proposed Welsh law.
Health Minister Lesley Griffiths said she could not see a situation where doctors took organs without the permission of families.
In a shocking expose, however, reporter Betty Swallows has uncovered instances of the practice already in operation. Undercover Betty has spent nine weeks exposing shocking practices in rural Wales where organs are regularly harvested from people who have not 'opted out' of the scheme. And most controversially, some donors are still, in fact, alive.
"In one instance," Betty told us, "I was observing a man asleep on a park bench in Swansea who had his liver and kidneys removed. When I interviewed him later he complained of being a 'bit light-headed'. I also saw another man, in the same park, have his penis removed as he fed ducks by the lake, though I'm not sure if it was a duck mistaking his appendage for lunch."
Organs are understood to be sent to a Clearing Centre in Cardiff where they are graded. Those of medical value are sold on Ebay, auctioned as 'Personal Life Enhancements'.
Depending on their nature, other organs are dispatched to butchers nationwide, sex shops and pet-food outlets.
