The Japanese are planning to revitalize their economy by exporting their citizens after the earthquake, tsunami and nuclear meltdown as "human microwave ovens" The Prime Minsters hopes this will insure the continued growth of the third biggest economy in the world. He thinks after ww2, the Japaneses missed the same opportunity.
